Project Description
The knowledge and support technical assistance (TA) will aid policy research and capacity building in Yunnan and Guizhou provinces to promote sustainable trade and investment facilitation, as well as economic linkages, between the two provinces and the Greater Mekong Subregion (GMS). For Yunnan, a road map will be prepared to improve its policy, regulations, and institutions to facilitate trade and investment with the GMS and promote sustainable development by integrating environmental, social, and governance (ESG) principles in the province-s investment promotion activities. For Guizhou, the TA will assess its potential for developing economic corridors with the GMS, and initiate innovations in green finance mobilization to improve the financial and environmental sustainability of its infrastructure projects, including those that link it with Guangxi and Yunnan. The TA will support the strategic objective of the 13th five-year plan, 2016-2020 of the Government of the People-s Republic of China (PRC) to further open up the country-s economy and enhance the quality of its economic growth. The plan calls for the PRC to break new ground in strengthening cross-border cooperation, and Yunnan and Guizhou have been identified as pivotal to doing so. The TA is aligned with the Asian Development Bank (ADB) country partnership strategy for the PRC, 2016-2020 and Strategy 2030-s operational priorities to enhance environmental sustainability and foster regional cooperation and integration.
