Human Resource Development in the Greater Mekong Subregion


Human resource development enhances the productivity of people. It helps create the “human and social capital” that is vital for strong economies and equitable societies. As such, human resource development is a key factor in the Greater Mekong Subregion’s work to reduce poverty and ensure political stability, social cohesion, and national security.

By focusing on human resource development, countries in the Greater Mekong Subregion are providing opportunities for members of different ethnic groups, women, and other vulnerable groups to better manage the negative effects of regional cooperation and integration – such as cross-border diseases and human trafficking. Government officials are also being trained to be more efficient and effective in responding to the needs of people at all level of society.

Some focus areas of the Greater Mekong Subregion’s work on human resource development include:

Preventing the spread of HIV and AIDS associated with infrastructure projects. This includes training and education for the large numbers of transient workers working on projects that may face higher risk, as well as isolated communities that may be affected by new transport projects, such as roads and highways.

For more than 10 years, the Phnom Penh Plan for Development Management has helped to develop the skills and expertise of civil servants, and other leaders, to manage the increasingly complex and challenging projects in the Greater Mekong Subregion.

The Working Group on Human Resource Development is focused on education and skills development, labor and migration, health, and social development.
