Project Description

At the 15th GMS Ministerial Meeting in June 2009, the Greater Mekong Subregion (GMS) ministers noted the need for continuing and long-term support to GMS civil servants to strengthen their capacity for informed policy formulation and enhanced design and management of development strategies, programs and projects. The ministers agreed to extend and improve the quality of the Phnom Penh Plan (PPP). Subsequently, at the request of the GMS governments, a fourth phase of the PPP was approved by the Asian Development Bank (ADB) in December 2009.
