The Government of the Lao People’s Democratic Republic is increasing its electricity exports generated from its hydropower projects to its neighbors in the Greater Mekong Subregion, including Viet Nam. Lao PDR and Viet Nam have signed MoUs targeting to export 8,148 MW from Lao PDR to Viet Nam by 2030. Lao PDR also signed contracts with Viet Nam Electricity (EVN) to implement 25 projects with a combined capacity of 2,180 megawatts.  

The People’s Republic of China and the Lao People’s Democratic Republic have successfully conducted two-way transmission of electricity on 20 June 2022, marking a milestone in their energy trade. The Nam Tha 1 Hydropower Station, Lao PDR, sent electricity to Yunnan province, PRC. 

China Southern Power Grid (CSG) and Electricite du Laos (EDL) signed a 115 kV power trade agreement in March 2022 to help consume Lao PDR’s surplus hydropower during the rainy season. During the dry season, CSG will export power supply to northern Lao PDR. 

Electricity trade between Cambodia and the Lao People’s Democratic Republic raised the annual value of bilateral trade to more than $100 million in 2020 from a previous value of $10 million-$20 million. This was noted by Cambodia Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation Prak Sokhonn and Lao Foreign Affairs Minister Saleumxay Kommasith in their meeting on 16 February. Mr. Kommasith was in Phnom Penh, Cambodia, from 15-17 February 2022 to attend the ASEAN Foreign Ministers’ Retreat.  

Viet Nam President Nguyen Xuan Phuc and Lao PDR President Thongloun Sisoulith pledged to continue to give the highest priority to their bilateral cooperation, and noted the need to closely coordinate in Mekong subregional cooperation mechanisms. The Viet Nam President was in Lao PDR on 9-10 August for his first official overseas visit. On 9 August, he held talks with his counterpart.

The Government of Lao PDR and the Electricite du Laos Transmission Company Limited (EDL-T), the joint venture between China Southern Power Grid and Electricite du Laos of the Lao PDR, have signed a Concession Agreement on 11 March. The agreement states that EDL-T will serve as the country's national power grid operator under the supervision of the Government of Lao PDR. It will invest, construct, and operate power grids (230 kilovolts and above), and implement grid interconnection projects between Lao PDR and its neighbors.

The Mekong River Commission Joint Committee called on Lao PDR to address comments and recommendations from Cambodia, Thailand, and Viet Nam for the 1,460-megawatt Luang Prabang hydropower project.

A 10-year-plan of the Government of Cambodia will put off development of new hydropower dams on the Mekong River in 2020–2030. The Cambodian government will review a policy to seek energy from coal, natural gas, and solar, as well as energy imports, according to a Reuters report.  

As the Lao People’s Democratic Republic (PDR) increases its electricity exports, the country is prioritizing safety improvement of its dams. A committee comprising local and foreign experts will conduct dam safety inspections, according to news by the Laotian Times. The Government is also implementing new safety measures and standards.

Tests have been completed on four electricity generators that will link 195 megawatts (MW) of electricity from Don Sahong Dam in Lao People’s Democratic Republic (PDR) to Cambodia’s national grid.
